Vice President, Head of Government Affairs & State Program Manager

Dr. Kearline Jones serves as the Vice President, Head of Government Affairs & State Program Manager at Health Partners Plans, Inc, a managed care organization serving CHIP, Medicaid and Medicare in the Philadelphia five-county region. In this capacity Dr. Jones oversees the departments of Government Affairs and is responsible to ensure the Medicaid and CHIP Program Workgroup and Political Action Committee. Her tenure at Health Partners began in 1996 to oversee the implementation of the Pennsylvania Mandatory Medicaid program HealthChoices. During Dr. Jones’ career at Health Partners, she has distinguished herself as a dedicated health care advocate for the underserved. She and her colleagues of Government Affairs have taken "compliance" to a new level at Health Partners, confidently steering the organization through the morass of complicated and constantly changing regulations and requirements of the myriad State and Federal Government Agencies who oversee its activities.

Dr. Jones sits on two Pennsylvania state committees, the Resource and Referral Workgroup and the Managed Care Delivery Subcommittee. Kearline D. Jones is a graduate of Chestnut Hill College with a Bachelor of Science degree in Political Science. Kearline holds both her Doctorate of Law and Masters of Jurisprudence in Health Law from Widener Law School. She and her husband, Michael, reside in Newark, DE with their three dogs.
